Having full root-level access means that you will be able to access and customize every file on a specific server, in addition to all system files, and to change system settings or set up server-side software that may be necessary for certain scripts and even offline applications to work effectively. A server is accessed at the root level with a root user, who has full privileges to perform all of the abovementioned tasks. The root user may also make other users. For security reasons, you're advised to have another account for everyday tasks and to use the root account only if you actually need to do a specific task on your server. The root-level access function will give you full control over your server from any existing location, provided that you have the user credentials.
